Role Overview

The Vice President Operations is a senior, full-time, on-site position in Phnom Penh, Cambodia. The role is responsible for directing day-to-day operations across the organization so that systems, resources, and workflows are aligned with CADT’s strategic objectives and quality expectations.

This leader partners with executive management to set operational priorities, improves coordination across teams, and helps ensure that learners and partners receive a strong experience. The position also includes oversight of compliance, budget stewardship, performance tracking, and ongoing process improvement.

Key Focus Areas

• Lead operational planning and make sure departmental activities support institutional goals.
• Track performance indicators and use findings to strengthen delivery and efficiency.
• Oversee budgets, financial control, and resource use to support long-term sustainability.
• Supervise project execution and maintain coordination across multiple functions.
• Improve internal processes and systems through continuous improvement initiatives.
• Work closely with senior leadership to align operations with strategy.
• Promote clear communication and collaboration across the organization.
• Enhance the experience of learners, partners, and other stakeholders.
• Ensure adherence to applicable policies, procedures, and regulations.
• Coach and support managers to develop stronger operational leadership capability.

Qualifications

• Demonstrated strength in operations leadership, including process improvement, allocating resources effectively, and monitoring performance.
• Solid background in P&L oversight, budgeting, financial review, and cost management.
• Experience handling customer service and stakeholder relationships with a focus on high-quality service.
• Ability to build and execute strategic operational plans from an organizational vision.
• Strong project management skills covering planning, delivery, risk handling, and cross-functional coordination.
• Proven leadership experience in a complex organization, ideally within education, technology, or a similar sector.
• Excellent communication, negotiation, and decision-making abilities, including comfort working in multicultural settings.
• Bachelor’s or Master’s degree in Business Administration, Operations Management, Management, or a closely related discipline.
• Experience in Southeast Asia or emerging markets is considered an advantage.
• English fluency is required; knowledge of Khmer or a willingness to learn Khmer is helpful.
