Role Overview

PIL is seeking a structured, proactive, and detail-focused Regional Procurement Executive to support the West Africa and South Africa Regional Office in Accra, Ghana. The position is responsible for overseeing landside procurement activities across the region, including areas such as container depots, trucking providers, and container repair facilities.

The role plays a key part in ensuring procurement governance, vendor compliance, and consistent performance management across multiple countries. It also requires strong ownership, the ability to build new processes across different geographies, and the confidence to work closely with local agencies while managing change effectively.

Key Responsibilities

• Oversee regional procurement activities and ensure they align with business goals and compliance requirements.
• Handle vendor master data and manage the complete procurement cycle, from RFQ/RFP preparation and competitive bidding through contract discussion, purchasing, and follow-up after procurement.
• Work with country teams to assess procurement needs and shape RFQs and sourcing decisions.
• Create and maintain a clear vendor evaluation process that supports fairness and regulatory compliance.
• Record due diligence steps and coordinate with local agencies to define strong vendor selection standards.
• Support contract management by linking end users, local suppliers, and Singapore HQ to maintain accountability and governance.
• Build and maintain supplier relationship practices that improve efficiency and supplier performance.
• Act as backup support for equipment inventory checks to help ensure assets are available at local agency locations.
• Assist the logistics lead in planning equipment supply using stock reviews and demand forecasts in coordination with agencies and HQ.
• Track long-stay containers, both full and empty, across regional depots and terminals.
• Help coordinate off-hire, sublease, and on-hire activities.

Required Background

The ideal candidate should hold a bachelor’s degree, preferably in procurement or supply chain, and bring more than 5 years of experience managing end-to-end procurement. Prior exposure to regional work or the shipping sector is preferred.

A solid understanding of procurement best practices, post-procurement activities, and standard end-to-end sourcing processes is essential. Knowledge of project management principles will be an added advantage.

Applicants should also have strong negotiation and influencing ability, practical understanding of depot and trucking operations, clear communication skills, proficiency in Microsoft Office 365, and French language ability, which is considered a strong plus.
