Role Overview

The Quality Engineer will assist the supervision team in checking, assessing, and confirming that highway construction activities meet the required project specifications, quality benchmarks, and contractual obligations. This position calls for solid technical expertise in roads and highways, materials, and QA/QC practices, along with experience on consultant-side supervision assignments in the Middle East.

Quality Assurance and Compliance

  • Apply and track the project Quality Management System so it aligns with client and consultant expectations.
  • Examine and approve the contractor’s quality control processes, inspection and test plans, method statements, and material submittals.
  • Confirm that work follows project specifications, drawings, and recognized international standards such as ASTM, AASHTO, and BS.
  • Carry out routine site audits, inspections, and quality reviews during construction.

Construction Supervision

  • Monitor quality across roadworks, earthworks, drainage, utilities, pavement layers, asphalt works, and highway-related structures.
  • Check material test results and laboratory reports, and ensure testing is completed in accordance with applicable standards.
  • Track workmanship quality and identify any defects, deviations, or non-conforming work.

Documentation and Reporting

  • Keep thorough and accurate quality documentation, including NCRs, CARs, inspection records, and test reports.
  • Prepare weekly and monthly QA/QC reports for internal stakeholders and client review.
  • Work with the contractor to close NCRs promptly and verify corrective actions are completed.

Coordination and Communication

  • Work closely with resident engineers, discipline engineers, the contractor’s QA/QC team, and the client on quality-related matters.
  • Offer technical guidance to site inspectors to strengthen quality oversight.
  • Take part in progress meetings, technical discussions, and quality review meetings.

Qualifications

  • A bachelor’s degree in Civil Engineering or a closely related field is required.
  • 7 to 12 years of experience in QA/QC for highway or road construction projects is needed.
  • Experience with engineering supervision consultants in Saudi Arabia is highly desirable.
  • Strong understanding of highway materials, QA/QC procedures, testing requirements, and international standards is essential.
  • Experience on major infrastructure or expressway projects is preferred.
  • Good report writing, communication, and coordination abilities are required.
