Role Summary

The HSE Director will shape and lead health, safety, and environmental programs for fast-paced construction projects. This position is responsible for building a strong safety framework, reducing operational risk, and ensuring full compliance with applicable environmental and safety requirements across all project stages.

Key Responsibilities

  • Create and roll out end-to-end HSE strategies tailored to accelerated construction programs.
  • Make sure all work follows local laws, international standards, and relevant safety codes.
  • Direct HSE planning and on-site execution throughout the project lifecycle, including work involving hazardous materials, cross-country pipeline activities, and other high-risk operations.
  • Set clear safety rules and monitor compliance for EPC contractors and subcontractors.
  • Carry out in-depth risk reviews for dangerous tasks such as chemical handling, pipeline installation, and work in confined spaces.
  • Prepare contingency measures and emergency response plans for critical situations.
  • Work with government agencies and regulators to confirm compliance with safety and environmental obligations.
  • Keep accurate records and prepare reports for audits and site inspections.
  • Design and deliver HSE training for project teams, contractors, and other stakeholders.
  • Promote a strong, proactive safety mindset across all project locations.
  • Investigate incidents and near-miss events, identify root causes, and track corrective actions to closure.
  • Present safety results and performance indicators to senior leadership and the Board.
  • Coordinate with internal departments, EPC partners, and outside agencies to keep HSE goals aligned with project delivery targets.
  • Provide clear updates on safety exposure, compliance status, and related concerns.

Experience and Qualifications

  • A bachelor’s degree in Engineering, preferably Mechanical, Civil, or Environmental, or an equivalent qualification.
  • Recognized HSE certifications such as NEBOSH, IOSH, OSHA, or a similar credential.
  • Solid understanding of hazardous material management, pipeline construction, and industrial safety requirements.
  • At least 20 years of substantial HSE leadership experience on large-scale, fast-track construction projects.
  • Demonstrated success in managing safety for hazardous work and cross-country pipeline projects.
  • Background working in EPC settings and across multi-disciplinary project environments.
