This role sits with the People’s Association (PA), which works to strengthen community participation and build a caring, united Singapore. The position is for an IT Programme Manager to steer and coordinate a portfolio of digital platforms and initiatives that serve residents and grassroots communities.

Programme Management

You will lead the resident engagement programme and ensure it is run with clear governance and measurable outcomes. The role involves setting performance indicators, planning resource use, and shaping programme timelines to improve delivery and impact. You will also build and refine practices for the full engagement cycle, from intake through delivery to post-engagement review, using established programme management approaches such as PMI. A collaborative, improvement-driven working style is expected, with agile thinking and regular feedback loops supporting the team’s work.

Operational Leadership

The role calls for someone who can improve operational efficiency by spotting gaps, redesigning processes, and applying strong practices across functions. You will manage relationships with internal stakeholders, other government agencies, and external partners, helping to keep communication clear and programme goals aligned with broader strategic priorities.

Technology and Business Alignment

A key part of the job is to bridge the gap between technical teams and business stakeholders. You will help ensure technology efforts are connected to operational requirements and organisational goals, while also managing dependencies across related projects. The role requires the ability to explain technical ideas to non-technical audiences and convert business needs into clear direction for technical teams. You will also contribute to sustainable product strategy, balancing innovation with practical delivery, value realisation, and benefits management.

What We Are Looking For

We are seeking a candidate with at least 12 years of relevant experience in technology, business operations, or the public sector. You should have a strong record in strategic programme planning and operational leadership, along with the ability to handle complex stakeholder environments while managing risks and issues effectively. Strong speaking, writing, and presentation skills are important, including experience preparing persuasive decks and briefing papers. A strong grasp of emerging technology trends and how they can improve public services and digital governance is also needed.

You should bring a future-oriented mindset, be willing to question traditional approaches, and be comfortable working through uncertainty. Strong analytical and problem-solving ability is essential, as is a practical approach to process improvement and efficiency. The role also requires someone who can build trusted relationships across different levels of an organisation.

In addition, you should understand how government operations and public sector environments work, have enough technical literacy to engage with engineering teams, and possess business judgement related to product development and operations. Familiarity with public sector procurement and financial management practices will be useful.
