Position Overview

The Joint Staff J-7 is seeking a single owner for cost, schedule, and performance management across the Joint Doctrine, JPME, and UJTL programs that support the Chairman of the Joint Chiefs of Staff Title 10 responsibilities. In this role, the Program Manager leads all work associated with the effort, acts as STI-TEC’s main liaison with the Contracting Officer and the Contracting Officer’s Representative, and coordinates Joint Force Development activities while providing monthly program updates to the Government.

Core Responsibilities

  • Provide overall program leadership for the Joint Staff’s Joint Doctrine, JPME, and UJTL efforts.
  • Organize, schedule, and coordinate every stage of Joint Force Development projects, from launch through ongoing maintenance.
  • Prepare a monthly report covering completed tasks, work in progress, unresolved issues, labor hours used, and travel expenses at the third work breakdown structure level.
  • Oversee staffing, performance management, and quality assurance across all JEDD work locations.
  • Act as the primary senior contact for the COR and Joint Staff J-7 leadership on matters involving schedule, risk, and resource allocation.

Minimum Qualifications

  • A master’s degree from an accredited college or university in Management, Engineering, Computer Science, MIS, or physical science-related fields such as Information Systems Management, Computer Systems Analysis, Operations Research, or Systems Analysis; or an MBA; or a master’s degree in any field plus at least 5 years of relevant experience; or a bachelor’s degree in any field plus at least 7 years of similar site manager experience; or graduation from a DoD Senior Service College or Command and Staff College.
  • Proven success in four or more of the following areas: at least 3 years within the last 5 years establishing program objectives and standards, managing large and complex Joint Force Development projects, leading enterprise-level strategic business planning and organizational performance management, handling strategic planning and operations/financial oversight, and working with joint and service doctrine plus service, joint, and combined staff structures, functions, and procedures.
  • An active Secret security clearance as required by the staffing plan.

Preferred Qualifications

  • Completion of a DoD Senior Service College or Command and Staff College program.
  • Previous experience managing DoD doctrine, education, or training support contracts at the Joint Staff or a Combatant Command.
