The role offers the chance to influence digital direction in a national organisation with a strong social mission and to drive a meaningful uplift in digital capability, service quality, and operational efficiency.
The position can be based in Birmingham, Bristol, Longstanton, Liverpool, Leeds, Manchester, or Newcastle upon Tyne.
Key accountabilities
- Set and deliver the organisation’s digital roadmap so it supports wider business objectives and user requirements.
- Lead major digital change programmes at speed and scale, with clear measurement of benefits achieved.
- Move the organisation toward a product-led and service-led operating approach.
- Streamline and update the digital estate.
- Develop and lead capability across engineering, architecture, service design, and innovation.
- Make sure services remain secure, dependable, and aligned with recognised best-practice standards.
- Put in place strong governance, performance reporting, and assurance arrangements.
- Work with senior leaders, including Board-level colleagues, as a trusted digital adviser and advocate.
- Promote evidence-based decision-making and continuous improvement.
Candidate profile
The ideal candidate will be an experienced, inclusive digital leader who is confident operating at executive level in a complex environment.
- Demonstrable success leading large digital teams and delivering transformation programmes.
- Experience developing and implementing digital strategies.
- Strong knowledge of modern platforms, architecture, and cloud technologies.
- Ability to convert strategy into user-centred services.
- Excellent stakeholder management skills, including influence at Board level.
- Experience building and leading high-performing teams.
- A collaborative, open and inclusive leadership style.
- A commitment to diversity of thought and experience.
- The ability to foster a positive, high-performing culture.
- Integrity, curiosity, and a sense of purpose.
Benefits
Homes England offers its own terms and conditions, benefits, and pension arrangement as an executive non-departmental public body. Key benefits include:
- 33 days of annual leave each year, plus 8 statutory bank holidays.
- Flexible working arrangements, including part-time working, job sharing, and compressed hours.
- Health and wellbeing support, including health screening, a free Employee Assistance Programme available 24/7, and access to Occupational Health.
- Support for learning and development, including payment of one job-related professional membership subscription per year.
- Family-friendly policies such as maternity, paternity, and shared parental leave.
Application, security and additional information
Applicants may use artificial intelligence as a support tool, but every example and statement submitted must be truthful, accurate, and based on the applicant’s own experience. Any plagiarism, including presenting AI-generated or other people’s experience as your own, may result in the application being withdrawn and may lead to disciplinary action for internal candidates.
To apply, candidates should use the organisation’s careers page.
Successful candidates must pass a disclosure and barring check. They will also need to complete baseline personnel security standard checks to address identity fraud, illegal working, and related risks, including a pre-employment Personal Identity and Vetting Report through Experian if selected.
Homes England is an equal opportunities employer and welcomes applications from suitably qualified and eligible candidates. The organisation is committed to respecting privacy and protecting personal data. Further privacy information is available in its personal information charter.
This post is open to UK nationals, Republic of Ireland nationals, Commonwealth nationals with the right to work in the UK, certain EU/Swiss/Norwegian/Icelandic/Liechtenstein nationals and family members with settled or pre-settled status or a valid EUSS application, individuals with limited leave to remain or indefinite leave to remain who were eligible to apply for EUSS on or before 31 December 2020, and Turkish nationals and certain family members who have acquired the right to work in the Civil Service.
