Role summary
The Budget Controller will support the Engineering Department by managing budget control activities across capital and operating expenditure. The role covers the processing of CAPEX and OPEX budgets, Authority for Expenditure (AFE) requests, invoices, and asset capitalization matters.
What the role involves
- Building the annual budget package for work programs and budgets, including CAPEX, OPEX, and non-routine items, and ensuring it is accurately reflected in SAP.
- Preparing budget revisions and supplementary budget requests with strong supporting evidence and clear justification.
- Drafting AFEs with precision and confirming that each request follows QatarEnergy policies and procedures.
- Applying approved budget control procedures and work instructions consistently in day-to-day work.
- Checking reallocation journals and expenditure entries in SAP FI, then confirming the correct AFE number and WBS element allocation.
- Coordinating closely with cost, planning, and project teams to ensure expenses are recorded properly and on time through Service Entry Sheets.
- Helping project teams resolve budget-related issues and making sure invoices are sent back to Finance for payment within the required timelines.
- Preparing explanations for monthly and quarterly budget variances, validating the reasons, and collecting mitigation actions from the cost, planning, and project teams.
- Reviewing project status, CWIP, and completion certificates to support an asset capitalization process that aligns with QatarEnergy requirements.
- Contributing to ongoing improvements in budget control processes and practices.
- Producing ad hoc reports for budget and cost analysis when needed.
- Coaching and developing Qatari staff through on-the-job support.
Required experience and knowledge
- At least 7 years of relevant experience in project cost and budget control.
- Practical working knowledge of SAP, especially PS and MM modules.
- Strong command of MS Office tools, particularly Excel and PowerPoint.
- Ability to prepare budget packs, manage revisions, and handle documentation with accuracy.
- Good understanding of finance controls, cost tracking, and capitalization processes.
Education
A university or college degree in financial accounting, or a professional qualification such as CPA, ACCA, CGMA, or an equivalent credential.
Additional requirements
The role requires familiarity with budget control procedures, invoice processing, expenditure allocation, and reporting in a project environment. The selected candidate should also be able to support team development through coaching and knowledge sharing.
