Role Overview
This professional role supports the planning and coordination of water and sewer initiatives, including deferred maintenance, rehabilitation, preventive maintenance, and emergency response activities as needed. The position reports to the Assistant Utilities Operations Manager and plays a key role in keeping utility projects organized and moving forward.
Key Responsibilities
- Examine project paperwork and prepare the parts list needed to carry out the work.
- Work with colleagues to identify deficiencies in the existing utility network and develop corrective action plans.
- Prepare and send progress updates to the appropriate stakeholders.
- Be available for after-hours on-call assignments.
- Use strong computer skills, including Microsoft Office, Outlook, management systems, and related tools.
- Track work orders and assignments for preventive and predictive maintenance through a Computer Maintenance Management System (CMMS).
- Perform site inspections and lead field meetings to address issues and resolve conflicts.
- Review construction plans prepared by consultants and provide comments.
- Assist consultants with project data collection, permit acquisition, and overall project coordination.
- Respond to questions and communicate with the public, consultants, contractors, vendors, utility providers, roadway agencies, and permitting agencies during project construction.
- Help identify annual budget needs for water and sewer operations.
Experience and Education
Applicants should have a high school diploma or GED plus at least seven years of increasingly responsible experience in the operation, maintenance, and repair of water distribution and wastewater collection systems, with evidence of effective management of systems, personnel, and projects.
A bachelor’s degree in Science, Engineering, Management, Public Administration, or a closely related field may replace five years of the required work experience.
Licenses and Certifications
- Must already hold, or earn within one year of hire, a Class B Wastewater Collection Technician certification.
- Must already hold, or earn within one year of hire, a Level 2 Water Distribution Technician certification.
- Must already hold, or earn within one year of hire, a NASSCO certification.
- Must already hold, or earn within 90 days of hire, the FDOT Temporary Traffic Control (TTC) Intermediate Course certification.
- Must already hold, or earn within 90 days of hire, a Florida Stormwater, Erosion, and Sedimentation Control Inspector Certification.
- A valid Florida driver’s license is required.
Knowledge, Skills, and Abilities
The role calls for knowledge of surveying principles and geographic information systems, as well as the materials, methods, and construction techniques used in water and sewer utilities. The ideal candidate should be able to interpret survey notes, plats, and complex engineering drawings, and should know how to prepare permit applications, compliance documents, status reports, and reimbursement requests. Strong relationship-building and problem-solving skills are also important.
