About the Role
EdgeConneX is hiring a Senior Manager, Energy Development to own energy strategy for a regional U.S. project portfolio. This position is especially well-suited to someone with strong familiarity with the Texas utility environment and ERCOT landscape, since the company has significant and expanding activity in Texas. The role combines strategy and execution: you will be responsible for the region’s energy outcomes while guiding external consultants and contractors who handle day-to-day support.
You will act as the company’s primary decision-maker and subject-matter authority for energy matters in your portfolio. Rather than simply coordinating others, you will define direction, manage utility and regulatory relationships, shape contracts, and steer external resources toward the most important priorities.
The role is currently an individual contributor position, with the possibility of evolving into a team leadership role as the pipeline grows. It should be based in Texas, ideally in the greater Austin area. Travel of around 40% to 50% is expected. Candidates may also be considered from elsewhere in the U.S. if they bring strong regional utility relationships, though Texas-based candidates, especially in DFW, Houston, or Austin, are preferred.

Key Responsibilities
You will own the energy strategy for the assigned region and represent the company in front of utilities, regulators, and related stakeholders. You will also evaluate grid conditions, utility capacity, queue positions, and time-to-power considerations when reviewing potential sites.
Your work will include leading negotiations for utility service agreements, interconnection agreements, supply contracts, power purchase agreements, and related rate selections. You will ensure these agreements are structured effectively, tracked properly, and managed through execution.
You will maintain and strengthen relationships with utilities, grid operators, and regulatory contacts, while supporting participation in rate cases, policy proceedings, and stakeholder forums when needed. You will help secure favorable access to capacity information and constructive engagement on non-standard service needs.
You will also oversee power delivery from early site evaluation through energization, guiding consultants and contractors on interconnection, permitting, utility coordination, and construction support. In addition, you will contribute to capital planning, infrastructure cost analysis, and cross-functional coordination with teams such as Site Acquisition, Development, Construction, Legal, and Finance.
Responsibilities
- Set the energy direction for the assigned market and act as the main ECX representative on utility and regulatory matters.
- Create and refresh a regional energy plan that reflects grid conditions, utility timelines, regulatory exposure, and customer commitments.
- Track utility filings, capacity signals, grid constraints, and market changes to spot risks and opportunities early.
- Provide energy guidance during site selection by reviewing interconnection status, available load capacity, power timing, and infrastructure requirements.
- Lead negotiations for energy-related agreements, including utility service, interconnection, supply, power purchase, and tariff-related arrangements.
- Manage legal, technical, and consulting support through drafting and negotiation while retaining ownership of results.
- Assess tariffs, rate structures, and special utility options to determine the best service and procurement setup for each project.
- Monitor contractual milestones and obligations, and escalate issues before they create schedule or delivery problems.
- Build and manage key relationships with utilities, transmission and distribution providers, grid operators, regulatory teams, and interconnection personnel.
- Strengthen ECX’s position as a sophisticated large-load customer with relevant utilities and operators.
- Support regulatory engagement, including rate cases and policy matters, by directing external consultants and legal advisors.
- Pursue relationships that improve access to capacity information, queue positioning, and utility cooperation.
- Drive power delivery from site evaluation through energization while keeping interconnection, substation, and service milestones on track.
- Guide consultants and contractors handling interconnection applications, utility coordination, permitting, and construction oversight.
- Shape infrastructure approaches such as utility interconnections, high-voltage substations, and energy storage to improve speed and total cost of ownership.
- Work through ambiguous utility and regulatory processes independently while keeping stakeholders updated on timelines and risk.
- Support capital budgeting for electrical infrastructure and energy projects, including cost-benefit analysis, phased spending, and budget tracking.
- Identify cost-saving opportunities tied to infrastructure, supply structure, and long-term rate exposure, and present them with financial context.
- Provide cost and timing inputs to Site Acquisition and Development teams to support go/no-go decisions and underwriting.
- Direct outside energy consultants, engineering firms, and regulatory advisors supporting the regional portfolio.
- Scope, procure, and manage third-party support so deliverables meet ECX standards and deadlines.
- Translate company strategy into clear direction for external partners and hold them accountable for outcomes.
- Coordinate with Site Acquisition, Development, Construction, Legal, and Finance to keep energy workstreams aligned and sequenced correctly.
- Escalate blockers and risks promptly, with clear explanation of timeline, cost, and decision impacts.
- Share regional intelligence, contract lessons, and utility relationship insights with the wider energy development group.
Requirements
- Strong knowledge of utility and grid operator environments relevant to the region, including interconnection processes, tariff structures, and large-load service options.
- Familiarity with ERCOT and the Texas utility landscape is especially valuable.
- Proven experience negotiating and completing complex energy contracts such as interconnection, utility service, and power supply agreements.
- Demonstrated ability to direct external consultants, engineering firms, and legal resources toward specific outcomes.
- Strategic judgment with the ability to work tactically when needed.
- Clear written and verbal communication skills for working with utilities, regulators, internal partners, and senior leadership.
- Strong commitment to operational excellence and continuous improvement.
- Ability to prioritize multiple projects and keep several workstreams moving in a fast-paced environment.
- Capacity to navigate complex and unclear utility or regulatory processes independently while maintaining alignment across stakeholders.
- High attention to detail for contract review, milestone tracking, budgeting, and regulatory filings.
- 7 to 12 years of professional experience in the energy sector.
- Direct experience with utility relationships and energy contract negotiation in the relevant region.
- Track record in utility interconnection, large-load service applications, or energy contract development for critical infrastructure or large commercial loads.
- Experience managing consultants, advisors, or contractors in a project delivery setting.
- At least 2 years of experience in a hyperscale, colocation, or large-scale data center development environment.
- Bachelor’s degree in Electrical Engineering, Civil Engineering, Energy Management, Business, or another directly relevant field.
- Existing relationships with grid managers, utility staff, or regulatory personnel in the target region are strongly preferred.
- Experience on both the utility side and the large-load customer side is encouraged.
- Must be based in Texas, ideally in or near Austin; remote work within Texas is acceptable.
- Up to 40% to 50% travel may be required during peak periods.
- Adaptability to shifting business needs and growth-driven demands is expected.
