Role Overview
Brilliant Corners is hiring a Program Manager in Sacramento to help lead a countywide housing initiative focused on connecting people experiencing or at risk of homelessness with stable permanent housing. The organization serves California’s most vulnerable communities through supportive housing, residential care homes, and case management partnerships across health, developmental services, veterans, and homeless service systems.
This role sits on the leadership team for the Sacramento Flexible Housing Pool (FHP) and is responsible for running day-to-day program operations, strengthening systems, and supporting the growth of a large-scale rehousing effort in Sacramento County. The position partners closely with the FHP Director and a wide set of external and internal stakeholders to improve housing outcomes and ensure program compliance.
Program Context
The Sacramento Flexible Housing Pool is a new county initiative created with Sacramento County Department of Homeless Services and Housing. In its first year, the program is expected to serve at least 250 households, with priority given to adults experiencing homelessness who also have serious mental illness or substance use disorder. The model combines rental assistance, housing navigation, tenancy support, and landlord engagement, while drawing from multiple funding sources such as CalAIM, BHSA, PATH CITED, and others.
What You'll Do
- Oversee the daily functioning of the FHP program and keep operations running smoothly.
- Coordinate closely with DHSH, MCPs, Behavioral Health partners, and other key stakeholders.
- Partner with internal teams such as Finance, Data & Technology, and People Operations to improve program systems and workflows.
- Directly supervise the Program Supervisor and, as needed, Housing Coordinators, Housing Acquisitions Specialists, and/or a Program Associate.
- Help shape and refine policies, procedures, and service design to improve participant support.
- Monitor program spending and make sure billing claims are backed by the required documentation.
- Prepare recurring reports for county partners, managed care partners, behavioral health stakeholders, and others as needed.
- Attend and help lead staff meetings, case conferences, and leadership meetings.
- Manage HMIS and Salesforce data, and support quality assurance work with the Program Development team.
- Create and coordinate staff training and professional growth opportunities.
- Lead recruiting and onboarding for new team members.
- Take on additional duties as needed to support program stability and long-term success.
Experience and Qualifications
Applicants should bring at least 2 years of experience in supportive housing, health systems coordination, or a related social justice or human services setting. A minimum of 2 years of experience leading and building teams is also required. Experience in behavioral health is considered an advantage.

- Valid, clean California driver’s license and access to a personally insured vehicle.

Work Conditions and Requirements
This role may require driving as part of work duties. The selected candidate must hold a valid driver’s license and may be asked to operate a vehicle for business purposes.
Tuberculosis screening or clearance is required in line with legal and funder expectations, and testing will be covered by the employer.
The job also involves physical activity such as standing, bending, stooping, kneeling, crouching, reaching, twisting, and walking on uneven surfaces. The work may also require sitting for 6 to 8 hours per day and safely lifting, carrying, pushing, or pulling light to moderate loads of up to 15 pounds. Mental concentration for analysis and document review is also important.
Compensation and Benefits
The salary for this role is $80,000 per year. The posted range is $80,000 to $80,000 annually, and the position is offered at $80,000 per year.
