This position sits within the HR Operations function, a team focused on creating a smooth and supportive experience for employees throughout their entire journey with the company. The Payroll Compliance Manager for EMEA will join a growing group of payroll and employment tax specialists. The role is centered on handling key employment tax reporting and compliance activities across the region, while also advising internal teams on tax-related matters and helping improve processes and transformation efforts. The ideal candidate will bring practical employment tax experience along with the ability to prepare compliance filings independently.
Key responsibilities
- Create and roll out payroll compliance structures for the EMEA region that combine country-level detail with consistent regional standards.
- Track changes in payroll regulations and compliance obligations across the region, explain their business impact, and update internal policies when needed.
- Make sure payroll activity follows all applicable labor, tax, and other legal requirements.
- Build compliance approaches that accurately reflect how payroll operates across different countries, legal entities, and delivery models.
- Prepare and keep up to date country-specific compliance documents covering statutory payroll, employment tax, social security, and reporting obligations.
- Convert regulatory updates into practical country-by-country guidance, including changes to processes, systems, and controls.
- Provide compliance input that supports system design, implementation, and automation initiatives.
- Liaise with government agencies and regulatory authorities when needed.
- Work closely with HR Technology, Product, and Legal teams to improve payroll systems so they meet compliance expectations.
- Lead audits, compliance assessments, and regulatory investigations across the region.
Requirements
- Bachelor’s degree in Finance, Accounting, Business Administration, Human Resources Management, or a related discipline.
- At least 5 years of hands-on experience in EMEA payroll and tax compliance.
- Background in internal risk reviews related to payroll compliance.
- Strong practical knowledge of payroll compliance and administration, supported by tax consulting experience.
- Experience managing payroll tax audits and resolving complex tax matters.
- Ability to develop compliance frameworks and documentation from the ground up in changing or uncertain environments.
- Good working knowledge of EMEA payroll and HR systems such as Workday and ADP Global View.
- Exposure to payroll system transformation projects or tax compliance audits is preferred.
- Experience in a government payroll tax or regulatory environment is an advantage.
- Payroll-related qualifications such as CIPP are preferred.
