Manager - IT Strategy and Planning

Job purpose

This role is focused on shaping, steering, and overseeing the technology strategy and operating model so they stay aligned with organizational goals. It also supports strategic planning, portfolio oversight, performance tracking, budgeting coordination, and transformation efforts across the Technology function to help advance Qiddiya’s long-term ambitions and improve operational effectiveness.

Key responsibilities

Technology strategy and governance

• Create, update, and maintain the technology roadmap, strategy, and priority initiatives in line with business direction.
• Help define and implement the technology operating model, governance structure, and organizational priorities.
• Set up and follow technology performance measures, strategic goals, and OKRs/KPIs.
• Coordinate governance meetings, steering committees, and executive reporting activities.

Strategic planning and portfolio management

• Lead the yearly technology strategic planning process and workforce planning cycle.
• Build and maintain the technology portfolio roadmap and investment priorities.
• Work with cross-functional teams to keep initiatives aligned with business needs and strategic targets.
• Track portfolio progress, risks, interdependencies, and resourcing levels.

Budgeting and financial planning

• Drive technology budgeting and forecasting in partnership with Finance and business teams.
• Monitor spend, investment plans, cost optimization activities, and financial outcomes.
• Assist with building business cases and justifying investments for key technology initiatives.

Performance management and reporting

• Prepare executive dashboards, management reports, and leadership presentations.
• Monitor strategic initiatives, milestones, deliverables, risks, and benefits realization.
• Produce reports and presentations for senior leadership, governance bodies, and other stakeholders.
• Review technology performance data and propose improvement actions.

Transformation and continuous improvement

• Lead transformation programs and organization-wide improvement efforts.
• Spot opportunities to improve technology processes, governance, and operating models.
• Promote continuous improvement and operational excellence across the Technology function.

Requirements

• A bachelor’s degree in Information Technology, Computer Science, Information Systems, Business Administration, Engineering, or a similar discipline is required.
• A master’s degree such as an MBA or an equivalent qualification is preferred.
• Professional credentials like PMP, ITIL, TOGAF, COBIT, or similar strategic management certifications are preferred.
• At least 8 to 10 years of experience in technology strategy, IT planning, PMO, management consulting, or technology governance.
• Background in large organizations, digital transformation programs, or complex enterprise settings is expected.
• Demonstrated experience in strategic planning, portfolio oversight, budgeting, and executive-level reporting.

This position is based in Riyadh, Saudi Arabia and is a full-time, onsite role.
