Role Summary
This position focuses on evaluating capital expenditure requests for potable and process water service lines in line with Marafiq procedures, and on developing conceptual-stage packages that cover scouting and feasibility studies. It also involves assessing Utility Approval Requests (UARs) for liquid utilities, securing approval for new, existing, permanent, temporary, and amended utility demands, and reviewing customer design submissions as well as Royal Commission infrastructure designs to confirm planning alignment and business suitability.
Core Responsibilities
- Assess CAPEX requests originating from the business unit, supply planning, or UAR submissions in accordance with PES procedures.
- Carry out an initial review of ARs and work with the relevant business unit to obtain missing details or clarifications.
- Define the project opportunity clearly, identify the main priorities from the available information, and validate the opportunity before recommending the best solution to meet CAPEX goals.
- Lead cross-functional teams from the relevant departments and drive scouting and feasibility studies within the project gating process.
- Review strategic alternatives and confirm the recommended technology approach for new infrastructure work and other CAPEX requests from business units.
- Prepare benchmark cost estimates for scouting studies based on the AR information, then pass the package to Project Engineering for the +/- 40% feasibility estimate.
- Review the techno-commercial assessment of the preferred options and prepare the preliminary design.
- Determine project segmentation by assessing complexity and scouting-stage cost estimates.
- Capture lessons learned, identify project risks, and facilitate risk assessment workshops with stakeholders.
- Run schedule challenge sessions with stakeholders to finalize the project timeline.
- Complete the required deliverables and submit them to QA-QC, followed by the approving authority at each stage.
- Transfer the conceptual-stage package to Project Engineering through SAP-IM after conceptual approval.
- Prioritize CAPEX proposals using financial indicators and project risk considerations to define investment priority.
- Support management with techno-commercial evaluations during conceptual approval and FID decisions.
- Upload completed scouting and feasibility study documents into SAP.
- Take part in site selection activities with the Royal Commission and other Marafiq stakeholders when needed.
- Review permanent and temporary liquid utility demand requests from industrial and commercial customers in Yanbu, as well as industrial customers in other industrial cities or outside the RC area.
- Collect and organize supporting drawings from TSD or TPP, as applicable, to evaluate the UAR.
- Attend clarification meetings with the Royal Commission and customers when required.
- Review UARs and issue approval or rejection decisions with clear conditions, then forward the outcome to the customer relations department.
- Examine customer design packages to confirm alignment with UAR requirements and Marafiq specifications.
- Review Royal Commission infrastructure design packages for industrial city development from a planning standpoint.
- Ensure adherence to safety, quality, and environmental management requirements.
- Apply departmental policies, systems, procedures, and controls to maintain compliance with all procedural and regulatory expectations.
Requirements
- Bachelor’s degree in Mechanical Engineering or Chemical Engineering.
- 5 to 7 years of engineering or facilities management experience in a heavy industrial or utilities plant environment.
- Experience handling projects that involve multiple engineering disciplines.
- 3 to 5 years of engineering or facilities project planning experience in the water sector.

This role is based in Yanbu, Al Madinah, Saudi Arabia, and is a full-time onsite position. The scope includes both conceptual planning and utility demand evaluation, with close coordination across internal departments, the Royal Commission, and customers. The role also requires compliance with internal procedures, approvals, and SAP-based document handling.
