Role Summary

The Testing & Commissioning Manager will be responsible for directing and overseeing all T&C work for infrastructure, utilities, support facilities, and assets within the SILZ programme. This position ensures that all systems are tested, integrated, and handed over safely and in line with the Project Execution Plan, aviation regulations, contract obligations, and recognized international standards.

Key Responsibilities

  • Build, roll out, and control the overall T&C strategy, commissioning management plan, integrated commissioning schedule, and asset readiness programme across infrastructure, utilities, buildings, and specialist systems throughout the project lifecycle.
  • Serve as the main T&C point of contact for the PMCA and work closely with SILZ, contractors, design consultants, operators, and end users to drive successful commissioning and handover delivery.
  • Coordinate commissioning activities with regulators and stakeholders such as SILZ, PMCA, Matarat, GACA, utility providers, Civil Defence, and other statutory bodies to secure approvals, inspections, permits, certifications, and operational acceptance.
  • Lead commissioning across multiple disciplines, including civil works, roads, utilities, buildings, MEP systems, ICT, ELV, security, SCADA, BMS, fire protection, pumping stations, substations, and other specialist airport support systems.
  • Set commissioning readiness checkpoints, confirm construction completion, track pre-commissioning progress, and supervise FAT, SAT, IST, performance tests, and operational trials before handover.
  • Manage interfaces between contractors and work packages, resolve technical issues, deficiencies, punch lists, and commissioning blockers, and help protect programme timelines while enabling phased completion of assets.
  • Oversee the preparation, validation, and acceptance of commissioning dossiers, O&M manuals, asset registers, warranties, as-built records, operator training materials, and handover packs for TOC, Operational Acceptance, and Final Completion.
  • Ensure all T&C work meets project specifications, Saudi codes, GACA requirements, NFPA, IEC, ASHRAE, British Standards, manufacturer instructions, and other commissioning best practices. Prepare regular progress updates, risk assessments, and performance dashboards for SILZ and the PMCA.

Experience and Qualifications

  • At least 15 years of professional experience in testing and commissioning for major infrastructure, airport, mixed-use, industrial, or mega development projects.
  • Minimum 8 years of experience in a senior leadership or managerial T&C position.
  • Hands-on exposure to commissioning both horizontal assets such as roads, utilities, substations, pumping stations, ICT networks, and utility corridors, and vertical assets such as commercial, aviation support, industrial, or institutional buildings.
  • Proven track record of working with airport authorities, government entities, utility providers, and multiple contractors on complex multidisciplinary projects.
  • Prior experience in aviation, airports, giga-projects, or large mixed-use developments is strongly preferred.
  • Bachelor’s degree in Mechanical, Electrical, Civil, or a closely related engineering field. Professional Engineer registration or an equivalent credential is preferred.

Technical and Managerial Competencies

  • Strong command of testing and commissioning principles, integrated systems testing, operational readiness, and asset handover processes.
  • Solid understanding of standards and frameworks such as ISO 9001, ISO 55001, ISO 19650, ASHRAE commissioning guidance, NFPA, IEC, BS EN, and relevant GACA and Saudi regulatory requirements.
