Role Overview
This opportunity is for an experienced PMC Site Coordinator (Permit) supporting ADNOC Onshore in Abu Dhabi, within Wood’s Construction Engineering team under the Oil, Gas & New Energies business. The role is site-based in Abu Dhabi, United Arab Emirates, reflecting the project requirements and client expectations.
The PMC PTW Coordinator will oversee day-to-day site coordination on ADNOC Onshore projects, apply and enforce ADNOC Work Management System (WMS) Permit-to-Work (PTW) standards, and help ensure work is carried out safely and in line with ADNOC HSE requirements. The position acts as the link between site operations, contractors, and permit controls so that activities are properly authorized and tracked before, during, and after execution.

Responsibilities
- Serve as the approved Permit Issuer in line with ADNOC PTW procedures.
- Examine, authorize, issue, suspend, and close permits for activities such as hot work, cold work, confined space entry, excavation, electrical work, lifting, and similar tasks.
- Confirm that all required risk assessments, JSAs, method statements, and isolation certificates are in place before a permit is released.
- Make sure permits remain valid, are visibly posted at the work location, and are followed without exception.
- Coordinate daily work between Operations, Construction, HSE, and contractor teams.
- Carry out inspections before and during work to verify compliance with permit conditions.
- Spot overlapping or conflicting activities and ensure SIMOPS are managed appropriately.
- Pause unsafe work and raise issues when required.
- Ensure adherence to ADNOC Codes of Practice, HSE standards, and project specifications.
- Take part in toolbox talks, PTW briefings, and safety meetings.
- Assist with incident reporting, investigations, and follow-up corrective actions.
- Verify that isolation/LOTO, gas testing, and other safety controls are correctly implemented.
- Keep precise records of permits issued, isolations, gas test results, and site logs.
- Prepare and submit daily PTW status updates to the PMC / Client.
- File and archive permit documents in accordance with ADNOC requirements.
- Act as the on-site point of contact for PTW-related questions.
- Guide contractors on ADNOC PTW expectations and processes.
- Work closely with Area Authorities, HSE Officers, and Operations personnel.
Requirements
- A bachelor’s degree in Engineering, preferably in Mechanical, Electrical, Civil, or a related field.
- At least 10 years of experience on oil and gas onshore projects.
- A minimum of 5 years working as a Permit Issuer or Area Authority.
- Strong, hands-on experience with ADNOC Onshore projects is essential.
- ADNOC Permit to Work (PTW) Issuer / Area Authority certification.
- H2S awareness training.
- IOSH or NEBOSH certification is preferred.
- Training in First Aid and Fire Fighting.
