About the Role

This position calls for a proactive, detail-oriented purchase officer to oversee procurement for civil construction projects. The role focuses on securing construction materials, equipment, services, and consumables on time, while balancing cost, quality, and supplier performance to keep projects moving according to schedule and budget.

Key Responsibilities

Identify sources and arrange purchasing of construction materials, equipment, and services based on project needs.
Collect competitive quotations from several vendors and negotiate favorable commercial terms such as pricing, delivery timelines, payment conditions, and warranty coverage.
Draft and release purchase orders in line with internal procurement rules.
Work closely with project managers, site engineers, planning teams, and the warehouse to coordinate timely material arrivals.
Build and maintain productive relationships with approved suppliers while also identifying new vendors that can strengthen procurement effectiveness.
Track market movements, material pricing, and supplier performance to support savings initiatives.
Verify that purchased items meet project specifications, quality requirements, and client expectations.
Follow up on purchase orders and push deliveries to reduce the risk of project delays.
Handle supplier issues such as late deliveries, quality concerns, and invoice mismatches.
Keep procurement logs, supplier records, and supporting documents organized for audit readiness.
Ensure purchasing activities follow company procedures, contract terms, and relevant regulations.
Assist tendering and estimating teams by sourcing competitive quotations during bid preparation.
Prepare procurement summaries, cost reports, and purchasing forecasts for management review.

Requirements

A bachelor's degree or diploma in Civil Engineering, Supply Chain Management, Business Administration, or a related discipline.
Professional procurement certifications are considered an advantage.
Between 7 and 10 years of procurement experience in civil construction or contracting environments.
Solid understanding of construction materials, equipment, and subcontract procurement.
Prior exposure to the GCC or UAE construction sector is preferred.
Strong negotiation ability and commercial judgment.
Good understanding of procurement workflows and contract administration.
Familiarity with construction materials, technical specifications, and supplier networks.
Working knowledge of ERP systems, particularly Xpedion, along with Microsoft Office tools, especially Excel.
Strong analytical, organizational, and problem-solving capabilities.
Effective communication and interpersonal skills.
Ability to juggle multiple projects and stay effective under pressure to meet deadlines.
