Manager - Policy

Role overview

This position is with a well-known financial services organization in Dubai and is focused on specialist regulatory work. The manager will help shape policy frameworks, carry out thematic research, and contribute to wider regulatory initiatives that have strategic importance.

Key responsibilities

• Prepare policy papers, consultation documents, and regulatory guidance materials.
• Carry out thematic research and benchmarking across areas such as markets, funds, banking, insurance, AML/CTF, and digital assets.
• Work with internal teams, industry participants, and outside organizations to help develop policy positions.
• Review whether existing policies need to be updated and assess different strategic options.
• Support communication activities for both internal and external audiences, including presentations and outreach content.
• Help strengthen a risk-aware approach within the policy team.

Experience and requirements

• At least 5–7+ years of relevant experience in financial regulation, policy, compliance, or a closely related role.
• Solid understanding of financial services and the regulatory landscape.
• Strong analytical thinking, research capability, and problem-solving ability.
• Ability to juggle several priorities and produce high-quality work under tight deadlines.
• Prior experience working with varied stakeholders and in public-sector-style environments.
