About the Role
Parsons is looking for a Data Governance Subject Matter Expert to contribute to the delivery of a large-scale geospatial digital twin programme for a major national infrastructure owner in the Middle East. This long-term initiative will help shape, implement, and run an Operational Digital Twin platform that brings together geospatial information, live IoT and SCADA feeds, asset records, and enterprise systems to support smarter planning, operations, and maintenance.
You will work side by side with the Product Manager, architects, engineers, and international specialists across the full lifecycle, from discovery and stakeholder engagement through architecture design, proof of concept, production deployment, post-launch support, and knowledge transfer.
Key Responsibilities
- Partner with the Product Manager and Data & Architecture team to set the governance goals, priorities, and scope for the Operational Digital Twin across planning, operations, and maintenance.
- Develop and document governance structures, operating rules, roles, and workflows, covering ownership, stewardship, issue handling, and change control.
- Identify key data domains such as assets, networks, locations, work orders, and sensors, and help maintain the associated data dictionaries, business glossary, and metadata assets.
- Support data quality activities by defining quality standards and KPIs, helping with profiling and assessment, and following up on remediation actions with stakeholders.
- Coordinate master data and reference data activities with the Data Architect / Ontologist, GIS specialists, and enterprise system owners.
- Help ensure compliance with privacy, protection, and security obligations by working with cybersecurity and infrastructure teams to build governance requirements into the design and operations of the solution.
- Create governance guides, supporting documentation, and training content, and help deliver awareness sessions and workshops for client data owners and stewards.
Required Skills and Experience
- A degree in information management, computer science, engineering, or a related field from an accredited institution.
- Background in data governance, data management, or information management for large-scale digital, platform, or enterprise solutions in infrastructure, utilities, or urban settings.
- Experience defining governance approaches for Esri ArcGIS implementations.
- Practical knowledge of core governance areas such as ownership, stewardship, data quality, metadata, and master/reference data management.
- Strong understanding of data and information architecture, especially for geospatial, time-series, and asset/network data in operational scenarios.
- Exposure to systems such as EAM/CMMS, ERP, BIM, SCADA/IoT, GIS, and data warehouses or data lakes.
- Experience collaborating in multidisciplinary, multinational teams across different time zones.
- Strong coordination and organisational capabilities.
- Exposure to testing, acceptance, or go-live processes for complex or integrated data platforms.
- Excellent written and verbal communication skills, with the ability to explain governance concepts to non-technical audiences.
- Fluency in spoken and written English.
Preferred Experience
- Prior experience supporting national infrastructure owners, transport bodies, utilities, or public works organisations.
- Professional certifications in data management or governance.
- Arabic language skills are an added advantage.
