Role Overview

This opportunity is for a City Planner 1 working with the Division of Bridges Project Delivery Group. The role reports to the Division of Bridges Chief Scheduler and focuses on supporting the planning, creation, upkeep, and review of project schedules for the division’s capital program. It also involves monitoring contract capacity and contract term for the division’s expense contracts.

Working under the Chief Scheduler’s guidance, the selected person will help build project schedules, study schedule performance, and assess the effect of changes, delays, and risks. The role requires close coordination with project managers, design and construction teams, consultants, and other stakeholders to track progress, evaluate schedule health, improve forecasting, monitor contract status, and help coordinate issue resolution across units.

Key Duties

  • Help prepare, maintain, and revise project schedules, including Critical Path Method schedules, in line with established procedures and contract time limits.
  • Support the Chief Scheduler with scheduling activities and time estimate development using appropriate calculation methods.
  • Review consultant and contractor schedules and narrative updates for reasonableness and contract compliance.
  • Assist with reviews of change orders, delays, and schedule impacts, including time impact and delay analysis when directed.
  • Take part in meetings with project teams, City agencies, consultants, contractors, and other stakeholders on schedule-related matters.
  • Help create conceptual schedules and duration estimates during planning and scoping stages.
  • Support post-construction reviews focused on schedule performance when needed.
  • Serve as the main point of contact for reviewing and monitoring the Mayor’s Office of Operations Capital Dashboard.
  • Support the division’s capital budget team so project phases remain aligned with funding requirements.
  • Handle other related assignments, including tracking certificates to proceed status, procurement delays, contract expirations, and change order progress.

Preferred Experience and Skills

The ideal candidate will have experience preparing monthly schedule status reports for leadership, along with knowledge of schedule delay analysis, time impact analysis, and overall project progress review. Experience in construction project scheduling and analysis is strongly preferred.

Additional strengths include the ability to work with limited supervision, manage several assignments under time pressure, show initiative and accountability, stay flexible, and maintain a strong eye for detail. Good organization, writing, and communication abilities are also important. Proficiency with Microsoft Office tools such as Excel, Access, PowerPoint, and Project, as well as Oracle Primavera P6/P3, is preferred. Familiarity with Comptroller’s Office Directives 7 and 10 and the MOC change order workflow is also beneficial. A valid ability to drive a motor vehicle may be required.

Minimum Qualifications

A bachelor’s degree from an accredited college or university plus two years of satisfactory full-time experience in city planning is required, or an equivalent mix of education and experience. Graduate study in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development, or a related field may replace experience at the rate of 30 graduate semester credits for one year of experience. A bachelor’s degree is still mandatory for all candidates.

Special Qualification Requirements

For Assignment Level III, candidates must first meet the minimum qualifications and then have one additional year of professional experience as described above. For Assignment Level IV, candidates must meet the minimum qualifications and then have two additional years of professional experience as described above.
