About the Role
Allegheny County Department of Human Services (DHS) works to improve outcomes for the county’s most vulnerable residents. The agency operates, shapes, and funds more than $1 billion in critical services each year for over 200,000 people, including support for mental health and substance use, housing and homelessness prevention, and protective services for children and older adults. DHS has earned a strong reputation over the last two decades for using data and public-sector innovation to deliver services more effectively. This role focuses on using analysis to improve program performance and client outcomes.
The analyst will work on empirical studies, operational analysis, and research efforts aimed at identifying high-impact improvements in services and delivery models. The work involves partnering with internal teams, outside research collaborators, and other county departments to translate operational challenges into practical, data-informed actions. If selected, the employee will be hired through Donnelly-Boland & Associates and work onsite at Allegheny County DHS.
Key Responsibilities
- Carry out clearly defined analytics assignments using strong fundamentals such as problem framing, descriptive analysis, result visualization, and documentation.
- Produce clean, reliable code and continue strengthening technical proficiency over time.
- Use statistical tools like Python or R, along with a query language for structured data analysis.
- Deliver meaningful impact through dependable completion of assigned work.
- Rapidly learn new technologies, coding practices, and subject-area knowledge to increase value to the organization.
- Build trust with program partners by simplifying problems, identifying opportunities for automation, anticipating service demand, and communicating findings clearly.
Additional Duties
The employee may also be asked to take on other related tasks as needed by the employer.
Requirements
- Bachelor’s or master’s degree in a quantitative discipline, with applied analytics experience preferred.
- Equivalent combinations of education and experience will also be considered if they provide the needed knowledge, skills, and abilities.
- Ability to use a statistical programming language such as Python or R and work with a language used to query structured data.
- Strong communication skills for both technical and non-technical audiences.
- Excellent organizational, analytical, and problem-solving ability.
- Alignment with DHS mission and guiding principles.
- Interest in public service and research.
- Capacity to sit for extended periods of more than 2 hours and move through a building while carrying up to 10 pounds.
- Reliable transportation and the ability to travel in the community for work-related assignments.
- Preferred: familiarity with policy topics and public data.
- Preferred: prior training or experience in research methods gained through a research institute, think tank, evaluation organization, or similar research-focused government or private-sector setting.
- Act 33 and Act 34 clearances are required.
Working Conditions
This is an onsite role based in Pittsburgh, Pennsylvania. The position involves occasional travel within the community for work-related assignments and physical activity such as sitting for long periods and carrying light materials.
